What is causing the dripping from the open pipe

Could the open pipe be the tundish? Is it the black plastic funnel? The cylinder might be over due a service. Or it could be a faulty safety valve. If its a valve fault a cold drip is from the expansion valve, if its a warm drip its from the temperature and pressure relief valve. Hope this helps
